The UnderGround Market Portal can be found inside Not's Hideout.
The portal is located in the treasure room between the Major Chest of Violence and the Minor Chest of Violence
The portal is opened by killing NPC Not
Additionally, Several high level spawns inside Not's Hideout are also triggered by the Killing of NPC Not.
When NPC Not is killed A global server messages lets everyone know the portal has been opened.
When the portal is opened, it will remain open for 15 minutes.
