Fixed issue where players were being stamped for RagaKo access every time they login
Castle RagaKo has a new "Hatch" to Asheron's Castle added for owner access only. Only spawned when the castle is under ownership and Uber vendors are visible.
Each target to you in town now reduces heartbeat payouts by 1/2

Castle RagaKo no longer issues Heartbeat Payouts for players who are inside buildings
